The Rebel Squadrons: Bylaws
2.0.0 Administrative Structure:

2.0.1
All references in these bylaws to units (Squadron/Wing/Fleet) apply to any unit of equal status with a different name. Squadron=Squad; Wing=Company=Academy Undergrad, etc. This status is determined by the Fleet CO for every unit under his or her command."

2.1.0
The RS highest administrative body shall be the High Command (HC), which bears the responsibility to enact policies which further the mission of the RS. The HC bears final responsibility for interpreting and applying RS policies and regulations; its decisions set precedent for all units within the RS. It may also enact new policies and regulations or modify existing ones. HC may reverse any action by any officer in the RS by a simple majority vote.

2.2.1
The R.S.F.C is the individual with the highest executive authority in the RS. This officer will execute the mission statement of the RS to the full extent of his or her abilities at all times and shall be responsible for ensuring the effective operation of HC, for facilitating smooth day-to-day operations of the RS, and shall be elected, or removed from office, by a simple majority vote of HC members. Any action taken by the FC may be reversed by a simple majority vote of HC members. It is intended that the R.S.F.C. should be selected from current or previous members of the High Command, and that this officer be a previous or active Fleet Commanding Officer. Should the FC be a Fleet Commanding Officer at the time they are voted in to the position, he/she is expected to resign from command of his/her Fleet, and the Fleet Commander position should be his/her only major command position in the R.S. The FC does not have a vote in High Command.

2.3.0 RS Executive Officer (R.S.X.O.):
2.3.1 The R.S.X.O is the individual who bears responsibility for the Rebel Squadrons in the event that the FC is unable to perform his/her duties. This officer will execute the mission statement of the RS to the full extent of his or her abilities at all times and shall assist the FC in administering day-to-day operations of High Command, shall serve as liaison between HC and CHC, if the CHC exists, shall be appointed, or replaced, by the FC as deemed necessary and prudent. As with the R.S.F.C., it is intended that the R.S.X.O. should be selected from the active or previous members of High Command, and that this officer be a previous or active Fleet Commanding Officer. Should the F.C. or the H.C. deem it appropriate, the R.S.X.O. position will be his/her only command position in the R.S, and he or she will be expected to resign all other command positions.

2.4.0 High Command (HC):
2.4.1 High Command will carry discussions as needed on all issues brought before them by any RS member. Because members of HC must feel free to speak their mind without being punished for the specific wording used, any HC discussion is private unless mitigating circumstances prevail. A call for a vote may be introduced by any HC member at any time discussion is deemed to be over, or progress considered stalled. For the outcome of a vote to be valid, a simple majority of active HC members is required.

2.4.1(a) HC may create or dissolve, as necessary, a secondary administrative body called the Council to the High Command (CHC).

2.4.1(b) It is understood that there will occasionally be deadlocked votes on High Command issues. In these situations, the FC shall be given the tie-breaker vote. It is also understood that the he or she will take great pains to resolve the deadlocked issue in a manner that includes the best approximation of compromise.

2.5.0 Council to the High Command (CHC):
2.5.1 The Council to the High Command bears responsibilities and duties as assigned by the HC. CHC will include all Fleet XOs - including the Academy XO, all Wing and Platoon Leaders - including all Academy Undergrad and Section Heads, and other additional Officers as assigned or appointed by the FC or High Command. Its function will include research and development on HC approved issues or projects. Upon the projects' finalization, CHC will present the project proposal to HC for review. Because members of CHC must feel free to speak their mind without being punished for the specific wording used, any CHC discussion is private unless mitigating circumstances prevail Any "voting" issue shall be carried by a simple majority of CHC members.

2.5.1(a) The Council to the High Command activities shall be overseen / coordinated by an individual who will carry the title of CHC Speaker. The CHC Speaker shall be elected or removed by a simple majority of active CHC members.

2.5.1(b) The CHC Coordinator shall be appointed by the CHC Speaker, and shall assist the CHC Speaker in administering day-to-day operations of CHC. Additionally, the CHC Coordinator shall be responsible for maintaining and archiving CHC discussions and records, and bears the responsibility of all matters concerning the CHC in the event that the CHC Speaker be unable to perform his/her duties.

2.6.0 Line of Succession:
2.6.1 RS Supreme Executive Authority resides with the FC, but shall drop from one officer to the next, as listed in a simple but specific order, if all the officers placed higher on this list should be unable, or unwilling, to fulfill his/her responsibilities. Since leadership abilities will vary from person to person, the FC shall appoint specific officers - people, not positions - in a specific order to ensure the effective and efficient, temporary or permanent, transfer of executive authority in the event that this measure become necessary. This list shall contain at least seven officers, and shall be specified as soon as an FC is able to judge the leadership capabilities of those officers involved.

2.7.0 Chain of Command
2.7.1 All knowledgable RS officers should be happy to answer whatever general question they are asked, and are placed in their position partly because of this reason. Specific complaints, suggestions, or requests, however, should strictly follow the Chain of Command. If any of these are addressed to the wrong person, the person will simply tell whoever is making the complaint/suggestion/request to use the proper Chain of Command. The standard Chain of Command is Squad CO/XO-> Wing CO/XO-> Fleet CO/XO-> MoJ-> FC-> HC. A member may appeal their complaint, or forward their suggestion/request up the Chain of Command, skipping no steps.

2.7.2 All general members of the Rebel Squadrons are expected to follow this Chain of Command when making a complaint, suggestion, or request. For instance, a pilot in the PBF would first go to his Squad CO. If the Squadron leadership is the problem or behaves unreasonably, the pilot would move up the chain and contact the Wing leadership, and so forth.

2.7.3 Officers of the Rebel Squadrons are also expected to follow this rule. If a Squadron CO has an issue, the CO needs to first contact the Wing CO before going to the Fleet CO, and so forth.

2.8.0 Executive Officers:
2.8.1(a) The Rebel Squadrons Internet Officer is to maintain the RS Domain(RS Wide pages, bbs, email redirects etc..) to the best of his/her ability as well as to oversee other internet related activities (such as Official IRC Channels). The accuracy and content of *all* data on the domain is under the control of the RSIO; and he/she has the right to remove inaccurate or inappropriate content *with no prior notice* provided notification is submitted afterhand to the owners and interested parties. The RSIO may keep as large, or as small a staff as necessary. The RSIO is appointed by the Fleet Commander and serves as part of his/her staff.

2.8.1(b) Rebel Squadrons Domain space is for use with Star Wars related webpages and files. There will be no webpages or files that are solely of a personal nature. If found, these files are subject to immediate removal by the RSIO. The exception to this rule is that, on personal office homepages (IE, Squadron CO's office, or Wing XO's office) personal information may be contained. When the Internet Officer and the owner of the domain are in agreement over the addition of an item of personal nature, it will be permitted unless the High Command overrides.

2.8.2 The Rebel Squadrons Minister(s) of Justice serve to intrepret the bylaws and disseminate justice on such cases where it is needed. The MoJ will be on-hand to answer questions about the bylaws, and to direct the complaints of RS members into the correct channels. The last resort of the MoJ will be to hold a case themselves. It should be noted that the MoJ is *not* the final word on the bylaws, and is not a substitute for the High Command. The MoJ is appointed by the Fleet Commander and serves as part of his/her staff.

2.8.3 The Rebel Squadrons Minister of External Affairs has the job of overseeing RS relations with other clubs and organizations. The MoEA is granted the power to declare alliances with other clubs, according to the Foreign Policy and Alliance Policy set by the High Command. The MoEA may also begin negotiations for absorptions into the Rebel Squadrons. The Rebel Squadrons will never itself be absorbed into another club, and will never surrender the authority of High Command to make its decisions. The MoEA is appointed by the Fleet Commander and serves as a part of his/her staff.

2.8.4 The Rebel Squadrons Medals Officer is responsible for all RS-wide medals, including the creation and awarding of said medals. The MO shall not be responsible for fleet-specific medal systems. The MO is appointed by the Fleet Commander and serves as a part of his/her staff.

2.8.5 The Rebel Squadrons Historical Officer is the caretaker of the history of the RS. He/she will be in charge of maintaining the Office of Historical Records and piecing together as much information about the RS' past as is possible, and will appoint assistants to help as necessary. The records the HO maintains will be made available to the RS at large. The HO is appointed by the Fleet Commander and serves as part of his/her staff.

2.8.6 The Rebel Squadrons Uniform Officer is responsible for maintaining the Uniform Office webpage, overseeing the creation of uniforms at request of the members at large, and making adjustments to the appearance of the uniforms as necessary. When a member requests a uniform, it shall be created by the UO and placed on the roster under that member's profile. The UO is appointed by the Fleet Commander and serves as a part of his/her staff.

2.9.0 Administrative Miscellany:
2.9.1 Cadets joining the Rebel Squadrons are asked to pick creative character names. Use of a character name in use by a current member is not allowed. Use of a full character name from the Star Wars universe is also not to be allowed.
