The Rebel Squadrons: Bylaws
3.0.0 Fleet Structure:

3.1.0
All gaming platforms or other groups in the RS will begin as sections of Redemption Fleet(certain sections which will never attain fleet status may be instituted as Executive Offices under the command of the Rebel Squadrons Fleet Commander). At the time they are considered ready for Fleet status, the RF CO will bring the section before High Command and HC will establish or deny Fleet status by a simple majority vote.

3.1.1 The Rebel Squadrons is a federation of these Fleets, each of which has its own policies, regulations, and administrative structures; however, no Fleet shall act in contradiction to, or apart from, established Rebel Squadrons policy.

3.2.0
Limitations on Command and Support "Positions":

3.2.1 All officers of the RS are limited to one command position (CO of any unit), one support position (XO or any position of responsibility of any unit), and unlimited general membership positions. This limit may be waived if all Fleet CO's involved agree to an individual exceeding the limitation.

3.3.0
Fleet Commanding Officer

3.3.1 Each Fleet shall have a Commanding Officer (Fleet CO) who is to serve as a voting member of High Command and reports to High Command on issues concerning matters internal to, or regarding her or his Fleet. For all intents and purposes, the RS Academy shall be considered as a Fleet. Each Fleet shall have at least two Wings or Companies, which will be governed by a Wing/Company CO. The Fleet CO shall have authority on all matters that involve his or her Fleet. Only a majority HC vote may overturn their actions.

3.3.2 The Fleet CO is expected encourage the activity of his or her fleet, establish an active Chain of Command, to put out newsletters, keep an updated roster, and an updated webpage. The Fleet CO is responsible for the wellbeing of his/her fleet.

3.4.0
Fleet Executive Officer

3.4.1 Each Fleet shall have an Executive Officer (Fleet XO), who bears responsibility for their Fleet in the event that their Fleet CO is unable to perform his or her duties. When this situation arises, the XO shall be the Acting Fleet CO and have all authority and power of a Fleet CO. The XO will serve on the High Command as a non-voting member. If the Council to the High Command exists, Fleet's XO will serve on it, and shall be accountable for Fleet matters to both the Fleet CO and the Council to the High Command. It is the Fleet CO's responsibility to keep their Fleet XO constantly informed of their Fleet's developments to facilitate any temporary or permanent transfer of fleet command.

3.4.2 The Fleet XO is expected to assist the Fleet CO in the execution of his or her duties. The Fleet XO has the authority to promote any member of the Fleet up to and including Level 3 ranks, but the Fleet CO must give explicit approval for each promotion beforehand.

3.5.0
Wing Commanding Officer

3.5.1 Each Wing shall have a Commanding Officer (Wing CO), who bears responsibility for all matters concerning his/her Wing. If the Council to the High Command exists, each Wing CO is to serve on it, and shall be accountable for Wing matters to both the Fleet CO and Fleet XO. Each Wing shall have at least two Squadrons, each of which shall have their own Squadron CO.

3.5.2 The Wing CO is expected encourage the activity of his or her wing, to put out newsletters, keep an updated roster, and an updated webpage.

3.6.0
Wing Executive Officer

3.6.1 Each Wing shall have an Executive Officer (Wing XO), who bears responsibility for their Wing in the event that their Wing CO unable to perform his or her duties. When this situation arises, the XO shall be the Acting Wing CO and have all authority and power of a Wing CO. The XO shall be accountable to their Wing CO, Fleet CO and Fleet XO. It is the Wing CO's responsibility to keep their Wing XO constantly informed of their Wing's developments to facilitate any temporary or permanent transfer of Wing command.

3.6.2 The Wing XO is expected to assist the Wing CO in the execution of the his or her duties. The Wing XO has the authority to promote any member of the Wing up to and including Level 2 ranks, but the Wing CO must give explicit approval for each promotion beforehand.

3.7.0
Squadron Commanding Officer

3.7.1 Each Squadron shall have a Commanding Officer (Squadron CO), who bears responsibility for all matters concerning his/her Squadron. The Squadron CO shall be accountable to their Wing CO, XO, Fleet CO and Fleet XO.

3.7.2 The Squadron CO is expected encourage the activity of his or her squadron, to put out newsletters, keep an updated roster, and an updated webpage.

3.8.0
Squadron Executive Officer

3.8.1 Each Squadron or Company shall have an Executive Officer (Squadron XO), who bears responsibility for their Squadron or Company in the event that their Squadron CO is unable to perform his or her duties. When this situation arises, the XO shall be the Acting Squadron and have all authority and power of a Squadron CO. The Squadron XO shall be accountable to their Squadron CO, Wing CO and XO, and their Fleet CO and XO. It is the Squadron CO's responsibility to keep their Squadron XO constantly informed of their Squadron's developments to facilitate any temporary or permanent transfer of Squadron command.

3.8.2 The Squadron XO is expected to assist the Squadron CO in the execution of the his or her duties. The Squadron XO has the authority to promote any member of the Squadron in the Level 1 ranks, but the Squadron CO must give explicit approval for each promotion beforehand.

3.9.0
Unit Size

3.9.1 Squadron:

3.9.1(a) Should have no less than 9, but no more than 15 members - 12 being optimal. One squadron may take an overage, up to 17 members by special dispensation from the Wing CO, before it is forced to split into two separate squadrons.

3.9.2 Wings:

3.9.2(a ) Should have no less than two, but no more than three squadrons. Upon the creation of a fourth squadron, the wing will be split into two separate wing with two squadrons each.

3.9.3 Fleets:

3.9.3(a) Must have as least two wings, and as many as needed after that.
